News: US senate Bill to grant President hot new powers?

A new US senate Bill would grant The President to exercise far supreme emergency powers including the authority to shut down major portion of the Internet. The government can supposedly order any Internet
service providers, Search engines or just about anything on the world wide web to be "Shut Down" immediately if deemed necessary and those failing to comply would be fined.
This looks like a potential Godly power with a Kill Switch to terminate the internet in case of a cyber emergency.  Major Broadband service providers seem to have expressed concern over this issue as there is already enough problems from hackers, e-terrorists and the cyber outlaws.
A Cyber threat may very well be avoided or bypassed with such a power in place but what about the aftermath? If an entire ISP was to be shut down, what would happen to the other legal services, say internet telephony, banking servers and the like that are routed via that service provider? Thats just my concern, or more like "a novice thought" you could say.
